Finding
The subject was funded as a phenomenon to be observed. Observed phenomena consume resources: instrument time, personnel hours, storage. They produce findings. The findings are filed. The ledger balances. This is the model the budget was built on. The model has a field for input and a field for output and the working assumption that input is the larger of the two.
The subject inverted this. For every parable supplied to it, it returned several about the supplier. For every hour of observation logged, it emitted a myth in which the hour was already accounted for. The output column did not balance against the input column. The output column did not balance against anything. By FY1994 the reviewing office recorded the subject's symbolic output as uncountable, then, on the advice of a clerk who declined to be named, as ∞, then ruled that ∞ is not a permissible value on Form 17-B and that the line item must therefore be closed.

A phenomenon that returns more than it is given cannot be carried as a cost. It must be carried as revenue, and we have no instrument to receive revenue from a galaxy. The cleaner administrative action is to stop looking at it. Funding terminated October 1994.
Defunding had no measurable effect on output. The subject continued emitting after the cost center was closed, the team disbanded, and the instruments removed. A net emitter does not require funding to emit. It was never running on ours.
Current review notes the division's own FY2026 operating budget now appears, verbatim, as a line item inside the subject's output — filed under "amounts disbursed to observers." We are advised not to read this as the subject funding us. We are advised this several times, by documents we did not write.
